Fair doesn't enter into it. If Google had a "fair" and "nice" image, it's going to be wearing thin soon if it hasn't already. Like conventional media, it's the advertisers who drive the content (or SERPS). The part of the equation that includes the viewer or searcher often seems to revolve around how much crap can they take before they go somewhere else. Business is about money.
